Right to Control – a new right for disabled people
What is the Right to Control?
The Right to Control is a new right for disabled people including people with long term health conditions.
- You can now make your own decisions about some of the social care, housing and employment support you receive.
- This is instead of other people making decisions for you.
*** There is lots of support to help you take more control ***
- You only have to give your personal information once to see if you may be able to get support from several different organisations.
- Any of the organisations you speak to can get in touch with the others for you, if you want them to.
When and where is the Right to Control being tested?
We are testing the Right to Control for three years in Surrey from December 2010 in these areas:
- Epsom & Ewell
- Reigate & Banstead
*** If you live in these areas, and are a disabled person aged 18 or over, you may be able to have the Right to Control ***
What is a personal budget?
Your personal budget is the money that pays for the support you need.
You can choose how to spend the money.
You may already have a personal budget for your care and support.
You could also have a budget for your housing and employment services.
*** You do not have to look after your personal budget on your own – you can have help with this ***
Who is involved?
There are six support services taking part in the Right to Control.
If you are offered support from one of these services they will tell you more about the Right to Control.

Support and advice for disabled people at work.

Support with things like cooking, getting dressed and equipment to help you live independently.
If you already receive social care support, you may be offered the Right to Control when we meet you to review your support.

Your local council
Money that helps towards the cost of adapting your home to make sure you can live there safely.

Independent Living Fund

Money that helps you live independently in the community.
If you already get support from the Independent Living Fund they will have written to you about the Right to Control.

Help with things like form filling, paying bills and safety alarms.

This helps disabled people who need more support to get into work.

What are my choices?
If you can have the Right to Control you can decide to:
- Buy your own support services using money given to you. This is a direct payment.
- Choose how you want your money spent but have your support services and money is managed for you.
- Keep getting the same support services as you do now, if you are happy with your services.

Where can I get more information?
You can get information and support from the Citizens’ Hubs in the two boroughs where we are testing Right to Control.
These Hubs are in Epsom and Redhill.
Hubs are local centres for information and support to help people stay independent.
They offer information, advice, advocacy and other services.
There are also Hubs in other areas of Surrey.

What is advocacy?
Advocacy is helping you to speak up, to make choices and to know your rights, so you can live the life that you choose.
An advocate can help you at every stage of Right to Control.
If you would like to find out more about advocacy, or if you would like to speak to someone about having an advocate, you can get in touch with Surrey Disabled People’s Partnership.

They provide free and confidential advocacy for disabled people and older people who live in Surrey.
They do this in partnership with other organisations.
